Statement of Work



Hyron Regional Economic Development Board
2009-2010

 

In signing this agreement, the Hyron Regional Economic Development Board agrees to undertake, implement and complete initiatives identified in the Strategic Economic Plan (SEP) and Integrated Business Plan (IBP). The Board will partner with the appropriate stakeholders: industry, community, residents, development associations, governments (municipal, provincial and federal), educational institutions and volunteers. Depending on the initiative undertaken, the Board will provide support consistent with the following five core functions:
 

  1. Develop and coordinate the implementation of a strategic economic plan (SEP) in the zone supported by an integrated business plan.
  2. Develop a strong partnership with municipalities in the zone that incorporates the strategies and priorities of municipalities in the economic planning process.
  3. Develop partnerships in planning and implementation with Chambers of Commerce, Industry Associations, labour organizations, post secondary institutions, CBDCs, and other zones that advance and support the economic and entrepreneurial environment of a zone.
  4. Undertake capacity building and provide support to stakeholders to strengthen the economic environment of the zone.
  5. Coordinate and facilitate linkages with federal/provincial/municipal government departments and agencies in support of the strategic economic plan.


These initiatives include, but are not limited to the following:
 

Business & Industry


Under the current global economic downturn there has been a drastic reduction in investment and expansion of resource based industries. Labrador west is no exception to this global trend and a planned shutdown of IOC is scheduled for this July. Hyron will work with local stakeholders to mitigate the effects this down turn will have on the Labrador West area.



  1. HYRON, through the community investment support project, will work with partners to expand and inform the Northern Lights Mining Network by developing and updating Facebook and Linkedin internet sites.
  2. HYRON will continue to distribute Foreign Investment Kits through various trade show and workshops, specifically national and provincial CIM Conferences.
  3. HYRON will work with the Labrador West Chamber of Commerce and other partners to revive the local Entrepreneurship Awareness Committee (EAC) and conduct regional business visits to identify capacity or workforce gaps and facilitate the engagement of businesses with the regional economic and business development processes. Hyron and the EAC will support INTRD, where appropriate, in advancing the implementation of BR&E initiatives as identified by INTRD and the local business community.
  4. HYRON will review the current recruitment and retention efforts of the major industries in Labrador West to determine the role it can play in supporting these efforts.
  5. HYRON, in partnership with the Francophone Association and other stakeholders, will facilitate workshops to Zone 2 businesses to provide better customer service and improved communication in both official languages.


Tourism


Tourism is a sector where Labrador West can expand and diversify the local economy. HYRON will work with all stakeholders to build upon past successes to continue to expand and enhance the tourism sector in Zone 2.



  1. HYRON will work with the White Wolf Snowmobile Club, the Menihek Nordic and Smokey Mountain Ski Clubs and other stakeholders to establish a unified tourism oriented agency for Zone 2. HYRON will ensure the two main priorities of the new entity are the development of a Labrador West Tourism Plan and the revitalization of the Gateway complex.
  2. HYRON will work with stakeholders to assist in the implementation of the proposed tourism work shop slated for June 5, 2009, and the development of a regional tourism brochure for Zone 2.
  3. HYRON will work closely with the White Wolf Snowmobile Club, CAN, Labrador Winter Trails and the department of Tourism, Culture & Recreation to establish Groomer Operator Training Program to be delivered in Labrador West.
  4. HYRON will work together with the White Wolf Snowmobile Club and other stakeholders to determine a viable alternative to implement the Cain’s Quest Endurance Race.
  5. HYRON will continue to strengthen its partnership with Destination Labrador by assisting with the facilitation of training programs and marketing partnerships for the zone. HYRON will also assist with the facilitation of a tourism packaging workshop in Zone 2.


Youth


In the past, HYRON has invested a tremendous amount of time and energy in the youth sector in Labrador West. The culmination of this partnership with youth in the area manifests itself through the great work of the HYRON Youth Development Council (HYDC). The aim of HYRON is to continue to build on the past successes of youth development through recruitment and retention activities and capacity building.



  1. HYRON will continue to partner with stakeholders to promote local career opportunities for youth through involvement at the local schools and various youth oriented events in the Labrador West area.
  2. HYRON will coordinate the delivery of one Community Capacity Building Module to interested youth.
  3. HYRON will partner with the HYDC and the Community Youth Network by assisting in relevant economic development related activities specifically Youth Forum, May 23, 2009 and Youth Opportunities scheduled for fall, 2009.
  4. HYRON will continue to host Youth Ventures office and provide in kind support to the local coordinator.
  5. HYRON will continue to be part of the local Junior Achievement chapter in Labrador West and board and staff will assist in delivering two modules to local school children over the next year.


Management & Operations


  1. HYRON will continue to conduct business in accordance with its policy and procedure manual and continue to monitor and review the document on a regular basis.
  2. HYRON will maintain and expand on its current partnerships by meeting with stakeholder groups on an as needed basis to update the HYRON Strategic Economic Plan and to update the stakeholders on the status of its yearly Integrated Business Plan.
  3. HYRON will meet quarterly with officials of INTRD and ACOA to review quarterly targets as set out in the Integrated Business Plan.
  4. HYRON staff will meet with municipal representatives on a regular basis to discuss IBP activities.
  5. HYRON will continue to publish a newsletter on a quarterly basis and continue to maintain and monitor the organization’s website to ensure the board’s mandate is being communicated directly and provide the general public with up to date information on the board and ongoing activities.
  6. HYRON will conduct one Community Capacity Building Module which will include a professional development day for board and staff during the 2009/10 fiscal year.
